CAN I WORK HERE?

YES!

AND HOW CAN I WORK HERE?

OPTION 1 - THE ONE THAT APPLIES THE MOST RIGHT NOW!

Ukrainian citizens that do not ask for protection can be employed without the need of holding a work visa for a period of 12 months.

  • Ukrainian citizens who legally entered the territory of Romania and who do not request a form of protection according to the Law of asylum in Romania, may be employed without the work endorsement requested and issued, in normal cases, by the General Inspectorate of Immigration.

  • You also have the right of residence for work purposes extended without the obligation to obtain a long-stay visa for employment.

WHAT IF I DON'T HAVE THE PROOF OF THE QUALIFICATIONS WITH ME?

Ukrainian citizens who come from the armed conflict zone in Ukraine and want to be employed, but do not have documents proving their professional qualification or experience in the activity, can go to the Employment Authorities to be registered. The registration is made based on the passport, ID or ANY document that attests the identity of the person.

  • The registration is made with the help and guidance of the Career Guiding Counselor from the Employment Authorities and includes filling in an affidavit.

  • After going through the registration procedures, you shall be guided on a vacant employment place corresponding to the qualifications and experience declared and are given an order of assignment for presentation to the employer.

If you are eligible for OPTION 1, you can also apply directly to an employer, without requesting the services of the employment authorities. If so, you must fill in the affidavit corresponding to the registration upper mentioned together with the employer you are going to work with.

  • The affidavit is of utmost importance as it is the document upon which the individual labour contract can be concluded !!!

  • These rules do not apply to those who want to work independently or as an employee, as a doctor, dentist, pharmacist, veterinary, architect or other regulated professions in Romania.

OPTION 2

  • In case you are a holder of a long-stay visa granted for work and you entered the territory of Romania on the basis on this visa, you can be employed on the basis of an individual employment contract concluded for a determined period, for a period of 9 months from a calendar year, without the need for a notice of employment.

  • After these 9 months, Ukrainian citizens wishing to remain in Romania can benefit from the extension of the right to temporary residence for work, provided
    • they obtain a work permit; and
    • if they present the full-time individual employment contract, registered in the general register of employees,
    • the employment contract shows that the salary is at least at the level of the minimum wage basic salary per country guaranteed in payment.

OPTION 3

  • If you have requested a form of international protection, you have the right to work under the same conditions as Romanian citizens, after 3 months from the submission of the application, for the entire duration of the asylum procedure.

  • Beneficiaries of a form of international protection have the following rights:

    • to be employed by natural or legal persons, under the same conditions as Romanian citizens;

    • to benefit from social insurance, social assistance measures and social health insurance, under the conditions provided by law for Romanian citizens;

    • to benefit from equal treatment with Romanian citizens in terms of equivalence of studies or periods of study, recognition of diplomas and certificates of competence, as well as professional qualifications that give access to regulated professions in Romania.

CAN I STUDY HERE?

YES!

  • Asylum seekers have the right to enroll in the Romanian educational system under the same conditions as Romanian citizens.

  • All children under 18 who flee the Ukrainian war (regardless of them applying for asylum protection or not and regardless of their nationality), have the right to access education in Romanian schools, free accommodation in boarding schools, food allowance, financial aid, respectively: supplies, clothing, footwear, textbooks.

  • Simplified rules for refugee students from Ukraine to enroll in Romanian universities.

    • children and students can enroll in Romanian education system, in any of its forms (primary, secondary, high-school, university) at any time;

    • students enrolled in Ukraine (regardless of nationality) can access to university education, even if they do not have documents proving their school/academic status;

    • each university sets its own criteria for assessing the knowledge of refugee students in order to decide on the recognition of study credits;

    • refugee students must present the diplomas that allowed their access to the study cycle in which they were enrolled in Ukraine until the end of their studies in Romania;

    • Ukrainian citizens who will enroll in Romanian universities will benefit from funding from the state budget for the academic years of 2021 - 2022, 2022 - 2023.

    • the other refugees who are not Ukrainian citizens will not benefit from the state budget financing, but will be able to attend universities in Romania under the same conditions as mentioned above.

  • There are 45 schools and more than 10 high schools in Romania where Ukrainian children have access to education in the Ukrainian language. They are located in nine counties across Romania: Maramureş, Satu Mare, Suceava, Botoşani, Tulcea, Arad, Caraş-Severin, Cluj, and Timiş, as well as in Bucharest. Additionally, there are three universities in Romania where Ukrainian students have access to higher education in the Ukrainian language: the University of Bucharest, the Babeş-Bolyai University and the University of Suceava.

  • Students may also choose to continue their professional studies in Romania.

  • All students, regardless of age, can learn Romanian in the Regional Centers for Procedures and Accommodation for Asylum Seekers. The regional educational authorities will provide the logistics and infrastructure for children and students to learn Romanian.
