Unaccompanied children and teenagers are entitled to legal guardianship and access to education.
EU Member States take measures to ensure the necessary representation by legal guardianship or an organization. During the period of temporary protection they provide for unaccompanied minors to be placed with adult relatives, foster-family, reception centers for minors, or with the person who looked after the child when fleeing.
Persons under 18 years of age enjoying temporary protection have access to the education system under the same conditions as nationals of the host Member State.
Refugee families from Ukraine can receive special financial support for families in Germany. This includes family benefits such as child benefit, parental allowance and advance maintenance payment (chapter “Social Welfare”, questions 13 ff). It is required that you have a residence permit or a fictional certificate which includes a work permit for at least six months. Depending on the specific family benefit, further requirements have to be fulfilled (See chapter “Social Welfare”).
In addition, it should be noted that in Germany schooling is mandatory for children and young people (at least nine years of schooling), which also applies to refugee children and young people from Ukraine. You have to check the requirement applicable of the federal state that you live in. In general school attendance is free of charge (see chapter “Education”).
If you are a member of a statutory health insurance, your minor child is automatically included in your insurance (see question 24 in the chapter “Social Welfare”).
In addition, there are a number of support services throughout Germany that are specifically aimed at children and young people. You can find information on this here: https://www.bundeselternnetzwerk.de/projekte/fgi and here: https://www.jugendmigrationsdienste.de/.
